MIDDLEFIELD — The Capital Planning Committee established a one-to-five priority-scoring framework for evaluating capital projects across five categories: public health and safety, legal or mandated requirements, asset maintenance, operating efficiency, and community support. Committee liaisons Jay Swift and Crystal Kruszyna began scoring Highway Department, Town Hall, and Fire Department capital projects using the framework, with majority votes determining final scores when consensus was not reached. Mark Lipton will update the capital projects grid and present revised materials at the committee's August 11 meeting.
